Before the court is a motion by the Ban-do plaintiffs for judgment on the records (1) of the U.S. International Trade Commission (“ITC”) declaring unlawful its final affirmative determination sub nom. Industrial Belts from Israel, Italy, Japan, Singapore, South Korea, Taiwan, The United Kingdom, and West Germany, 54 Fed.
