The City of Philadelphia (City) petitions for review of the Sept. 22, 1999, final order and decision of the Pennsylvania Labor Relations Board (Board) that sustained in part and dismissed in part the City’s exceptions to the proposed decision and order (PDO) of the Board’s Hearing Examiner.
