The City of Jeannette petitions the Court for review of the final order of the Pennsylvania Labor Relations Board that dismissed the City’s exceptions and made absolute and final the hearing examiner’s proposed decision and order. The hearing examiner determined that the City committed an unfair labor practice and directed that the City, inter alia, cease and desist from refusing to bargain collectively with representatives of its employees, the Fraternal Order of Police, Lodge 24 (FOP).
