I. INTRODUCTION
This matter comes before the Court on the defendants’ motion for summary judgment. The plaintiff, an attorney representing a Louisiana death row inmate convicted of first-degree murder, filed a Freedom of Information Act request seeking federal law enforcement records relating to the third party whom the plaintiff asserts actually perpetrated the crime for which her client was convicted.
