I. INTRODUCTION
This matter is before the Court on the Defendants’ Motions for Summary Judgment. Defendants Chris E. Forshey, Robert R. Schlicher, Jr., and William W. Wilson jointly filed two Motions for Summary Judgment: (1) a Motion for Summary Judgment with respect to the claims brought against them in their individual capacities; and (2) a Motion for Summary Judgment with respect to the claims brought against them in their official capacities, which was also joined by Defendant Washington County.
