ORDER
BECKWITH, District Judge.
This matter is before the Court on Plaintiffs’ Motion for Partial Summary Judgment (Doc. No. 37) and Defendants’ Motion for Summary Judgment (Doc. No. 39). Plaintiffs’ filed a joint memorandum in opposition to Defendants’ motion and a reply in support of their own motion (Doc. No. 42) to which Defendants filed a reply (Doc. No. 44).
