STEWART, Justice:
Gregory T. Ambus appeals from a summary judgment dismissing his civil rights claims against the Utah State Board of Education, the State Superintendent of Schools, the Professional Practices Advisory Commission, and the Executive Director of the Utah State Board of Education. We affirm.
Ambus was arrested for distributing marijuana in 1986. The charges against him were subsequently dismissed, the record of arrest expunged, and the file sealed. 1 Because of the arrest, Granite School District terminated his employment on February 19, 1987. Ambus filed suit against Granite…
