The United States Parole Commission (Commission) appeals from an order of the district court requiring the Commission to give Angeles Ramonita Garcia a new parole hearing because the parole guidelines used by the Commission are invalid and their application violative of her right to due process. The Commission also appeals from the court’s further order releasing Mrs. Garcia from custody, following the Commission’s refusal to conduct a new hearing. We reverse.
