I
This antidumping duty action has its genesis in the Treasury Department’s (“Treasury”) 1973 dumping finding in Roller Chain, Other Than Bicycle, From Japan, 38 Fed.Reg. 9,926 (April 12, 1973) and plaintiffs’ subsequent efforts to obtain revocation of this finding.
In 1977, Treasury published notices of tentative determinations to modify or revoke the dumping finding as to plaintiffs. 42 Fed.Reg. 41517; 42 Fed.Reg. 54043. Those tentative determinations were never finalized, but subsequently Customs conducted so-called “gap” period and below cost sales…
