GOLDEN, Justice.

Steven Richard Barela (Barela) appeals from the district court’s order denying the petition to modify his sentence. Barela was originally sentenced to twenty-eight years to life in the Wyoming State Penitentiary after pleading guilty to the second degree murder of his wife,
