OPINION

BISSETT, Justice.

This is an appeal from a summary judgment in favor of defendants. Swamp Irish, Inc., plaintiff-appellant, brought suit for a writ of mandamus and mandatory injunction to compel Johney Snow, the Tax Assessor and Collector of Cameron County, and the members of the Commissioners’ Court of Cameron County, defendants-ap-pellees, to assess and collect personal property taxes for the year 1970 on certain classes of taxable personal property, which were allegedly omitted from the tax roll for that year, and to correct the tax bill sent to plaintiff.
