The principal issue in this appeal is whether an insurance company that is obligated to pay for the repair of a motor vehicle is a “customer” under General Statutes § 14-63 (b), 1 thereby allowing it to file a complaint with the department of motor vehicles (department) against a motor vehicle repair shop.
