Presently pending before the Court are two motions: (1) Defendants’ Motion for Summary Judgment filed on behalf of the State of Maryland, Colonel David B. Mitchell, Captain David Czorapinski, First Sergeant Ronnie P. Creel, Jill D. Mullineaux, and Captain Donald G. Lewis; and (2) Plaintiffs Cross Motion for Partial Summary Judgment, filed on behalf of Trooper First Class (“TFC”) H. Kevin Knussman.
