| jThis case concerns a decision of the Board of Commissioners of Orleans Levee District (“OLD”) to fire its chief executive. 1 OLD dismissed its longtime employee by resolution after a public hearing on May 21, 1997. Plaintiff Theodore Lange appealed his termination to the Louisiana State Civil Service Commission for the City of New Orleans (“the Commission”), which ultimately ordered him demoted.
