The question presented is whether the restriction upon extension of the answer date contained in R’ C. 163.08 is jurisdictional (and substantive), or whether, as appellant contends, it is procedural. If the stat*166ute is' jurisdictional, it is a substantive law of. this state, and cannot be abridged, enlarged, or modified by the Ohio Rules of Civil Procedure.
