We granted certiorari to review the court of appeals' decision in Colorado School Districts Self Insurance Pool v. J.P. Meyer Trucking & Construction, Inc., 996 P.2d 257, 261 (1999), which held that self-insurance pools are "not insurers licensed to write motor vehicle insurance in Colorado for purposes of [section 10-4-717, 3 C.R.S. (2000) of] the No Fault Act and are [thus] not subject to mandatory arbitration."
