On March 25, 1977, the plaintiff, Charles Farricielli, was dismissed from his position as an institutional security officer at *199Southern Connecticut State College for failure to obtain and retain Connecticut State Police powers as required by job specifications. The plaintiff appealed this dismissal to the Connecticut personnel appeal board (the board) on March 31, 1977, pursuant to General Statutes § 5-202 (a). The board dismissed the plaintiff’s appeal for lack of subject matter jurisdiction on May 25, 1977.
