MEMORANDUM OPINION

ELLIS, District Judge.

Plaintiff, an inmate at Virginia’s Greens-ville Correctional Center (GCC) proceeding pro se, filed this action for damages and injunctive relief pursuant to 42 U.S.C. § 1983, alleging that defendants violated his constitutional right to privacy when they prevented him from covering his cell’s observation window while he used the toilet.
