MOORE, Circuit Judge.

Plaintiff appeals a summary judgment dismissing his Title VII reverse discrimination suit against defendant General Motors Corporation (“GM”). We affirm for the reasons that follow.

In 1983, after a national investigation of GM’s employment practices by the Equal Employment Opportunity Commission (the “EEOC”), GM and the EEOC entered into a Conciliation Agreement (the “Agreement”) covering GM facilities nationwide.
