In Commonwealth v. Williams, 574 Pa. 487, 832 A.2d 962 (2003) (“Williams II’’), this Court held that Megan’s Law’s registration, notification, and counseling provisions, as applied to individuals deemed sexually violent predators, do not constitute criminal punishment. The issue raised in the present appeal is whether the determination of sexually violent predator status must, nonetheless, be proven beyond a reasonable doubt.
