(dissenting). I am unable to agree with the views expressed in the majority opinion in holding that the venue of civil actions is applicable to municipal corporations so; that a municipality may be sued in a county other than the county of its situs. The almost universal rule, as I read the authorities, is explicitly to the contrary.

In 19 R. C. L. page 1049, the following rule is announced:
