In this Bivens action, 1 a class of inmates at the Federal Correctional Institution (“Fci”) jn McKean, Pennsylvania challenges the constitutionality of a Program Statement issued by the U.S. Bureau of Prisons (“BOP”), as well as an “Institutional Supplement” issued by FCI-McKe-an, which prohibit the showing of unedited “R” rated movies to prisoners.
