MEMORANDUM OPINION AND ORDER

FILIP, District Judge.

Plaintiff, United States of America (“Plaintiff’), is suing Defendant, Dacia Chrzanowski (“Defendant” or “Chrzanow-ski”), alleging breach of contract for Defendant’s voluntary withdrawal from the Army Reserve Officer Training Cadet (“ROTC”) Scholarship program. The case is before the Court on Defendant’s Motion to Dismiss this action (“Motion”) pursuant to Federal Rule of Civil Procedure 12(b)(6). (D.E.12) 1 As explained below, Defendant’s Motion is denied.
