MEMORANDUM OPINION

This matter is before the Court on defendant’s motion to dismiss. For the reasons discussed below, the motion will be granted. 1
I. BACKGROUND
In 1978, in the Superior Court of the District of Columbia, plaintiff was sentenced to an aggregate term of 30 years to life imprisonment. 2 See Compl. at 1.
