HATCHETT, Circuit Judge:

Robert Gwin, the appellant, seeks review of the district court’s grant of summary judgment to the individual members of the Georgia Board of Pardons and Paroles (Board), Georgia’s Governor and Georgia’s Attorney General. 1 The district court dis missed Gwin’s claims challenging the Board’s parole procedure and the Board’s decisions denying Gwin parole and a compassionate leave. We affirm the district court’s dismissal of all claims, excluding the equal protection claims. For the reasons discussed below, we reverse the district court’s dismissal of Gwin’s section 1983…
