The issue presented by this appeal is whether the trial court properly concluded that the employees of the named plaintiff, the department of public safety (department),1 in the job classifications of state police lieutenant and state police captain (employees), are not managerial employees under Gen*596eral Statutes § 5-270 (g)2 and, therefore, have the right to bargain under the state employee collective bargaining law.
