In two of these consolidated cases,1 the plaintiff, Gateway Park Associates, LLC (Gateway) appeals from two decisions of the defendant planning and zoning commission of the town of Greenwich (Commission), involving the site plan and special permit applications of the defendants, Pemberwick Apartments, LLC (Pemberwick) and Smith-Groh, Inc.
