In this action, plaintiff, ABN Amro Bank, N.V., seeks to recover $1,653,753 from the United States Department of the Treasury (Treasury) for damages plaintiff suffered as a result of Treasury’s alleged unauthorized reversal of a credit Treasury previously granted on a check presented to Treasury for payment. In the spring of 1990, an individual who purported to be a representative of Red Apple Supermarkets, Inc.
