Plaintiff Noble Energy, Inc., challenges an order from the United States Department of the Interior Bureau of' Safety and Environmental Enforcement (“BSEE” or the “agency”) requiring it to permanently plug an offshore well, Well OCS-P 0320, No. 2, including related decommissioning activity.
