RODOWSKY, Judge.

This is an administrative appeal in a business license revocation case. Appellant, Department of Human Resources, the successor licensing agency, revoked appellee’s license as a child care center based on findings, after hearings, that a number of preschool age children were victims of physical and sexual abuse while in appellee’s care. Before the proceedings began the agency’s hearing officer denied appellee’s request for discovery by way of psychological interviews of the alleged victims by an expert selected by appellee.
