{¶ 1} Plaintiff-appellant, Keith McMaster, appeals from the judgment of the Summit County Court of Common Pleas, affirming the decision of the city of Akron Housing Appeals Board. This court affirms.

{¶ 2} McMaster has resided at 658 Orlando Avenue in Akron, Ohio since 1974. When his mother died in 1999, he inherited the property, subject to a mortgage. The Akron Health Department Housing Division had been to McMaster’s property for exterior inspections of his residence on several occasions between March 2000 and August 2006.
