¶ 1. This is an appeal pursuant to Wis. Stat. ch. 227 1 following judicial review of an administrative decision. Gerald Trott appeals an order affirming a decision of the Department of Administration, Division of Hearings and Appeals, in favor of the Department of Health and Family Services that denied Trott's prior authorization request for medical assistance payment of a power wheelchair. Trott argues that the department misinterpreted an administrative regulation, Wis. Admin. Code § HFS 107.24(4), which lists exceptions to noncovered medical equipment used by nursing home recipients.
