Northwestern Lehigh School District (School District) petitions for review of an adjudication and order of the Agricultural Lands Condemnation Approval Board (Board), *294dated October 3, 1989, denying the August 9, 1989 application of the School District to take possession of the property of Raymond C. and Elma Snyder (the Snyders).
