Plaintiff Rowland Harley (“Plaintiff’) filed this action against Defendant Elaine Chao, Secretary of Labor (“Defendant”), alleging that the remedy awarded in Plaintiffs employment discrimination action before the Department of Labor and then the Equal Employment Opportunity Commission (“EEOC”) was incomplete and inadequate without the full award of attorney’s fees Plaintiff sought.
