Plaintiff, formerly a Major in the U.S. Army Reserves, has sought relief from this court in the form of back pay and correction of an allegedly unlawful discharge. Compl. Introduction, ¶ 1-3. Previously, plaintiff, Mr. Riser, brought his claims before the Army Board for Correction of Military Records (“Army Correction Board” or “the Board”) in May 2004, which denied him relief, prompting him to file suit in this court.
