Beverly Building Corporation is the owner of a tract of approximately 6.8 acres at the northwest corner of City Line Avenue and Belmont Avenue in Lower Merion Township. Beverly built a 12 story office building, known as the Barclay Building, on the tract, utilizing approximately three of the seven acres. This limited use of the land was made possible through the use of underground *763garages.
