I. Introduction

On July 1, 2002, pro se plaintiff Christine M. Varad (‘Varad” or “the plaintiff’) filed a complaint naming as the sole defendant Edward J. Barshak (“Barshak”) in his capacity as the Chairman of the Massachusetts Board of Bar Examiners.
