In September of 1965 appellant commissioner filed an accusation against respondent which alleged that he was subject to disciplinary action under section 10177.5, Business and Professions Code, by reason of a final judgment in a civil action entitled Watts, et al. v. Spec-tor, et al., ordering rescission of a certain contract for the exchange of real properties upon the ground of respondent’s fraud and misrepresentation.
