Before the court is the motion of plaintiff, United States of America (“United States”), for a ruling on the appropriate scope and standard of review on the United States Environmental Protection Agency’s (“EPA’s”) remedy selection and for a protective order in discovery, limiting discovery on the EPA’s remedy selection to the administrative records certified to the court.
