This case was commenced October 24, 1963, in the Chancery Court of Garland County, Arkansas, against the Small Business Administration, hereafter referred to as SBA. The plaintiffs in Civil Action 921, Helen Carroll, Charles Francis Carroll, Kathryn Dhom, Elizabeth Jones, India Markwell, and Margaret El-kins, alleged that they were the owners of the building situate on Lots 38 and 39 in Block 89 in the U.
