I. BACKGROUND AND PROCEDURAL HISTORY
This case concerns the District of Columbia Department of Corrections’ (“DOC”) practice of overdetaining and strip searching its inmates. The plaintiffs, former inmates subject to overdetentions and strip searches, filed a class action against the District of Columbia (“District”) over six years ago. Compl., Feb. 23, 2006, ECF No. 1.
