as well as a permit to build a house and raised septic system on a parcel of land situated in Chatham, the plaintiffs sought review *63of the actions of the zoning board of appeals of Chatham (board) and the conservation commission of Chatham (commission) as well as a declaration that the defendants’ actions constitute an unconstitutional taking of the property in dispute without just compensation.
