GRASZ, Circuit Judge.

Those seeking to become United States citizens must submit an application and complete an examination with the United States Citizenship and Immigration Services ("USCIS"). If the USCIS fails to reach a decision on the application within 120 days after the applicant completes this process, 8 U.S.C. § 1447 (b) allows the applicant to seek a decision from the district court in the district in which the applicant resides.
