INTRODUCTION
Plaintiff Abdulrahman Alharbi is a twenty-three-year-old student from Saudi Ara*340bia, who resides in Revere, Massachusetts. He was a spectator at the Boston Marathon on April 15, 2013, was injured in the bombing, and was questioned by federal authorities investigating the event while he was still being treated for his injuries at Brigham and Women’s Hospital.
