DOYLE, Judge.

Hubert Lykins (Claimant) appeals an order of the Workmen’s Compensation Appeal Board (Board) which reversed an order of the Workers’ Compensation Judge (WCJ) denying the petition for modification of New Castle Foundry (Employer).

On July 22, 1991, Claimant sustained an injury to his neck and back while in the course of his employment with Employer. A notice of compensation payable was issued and Claimant began to receive total disability benefits.
