HOLMES, Circuit Judge.
Petitioner-Appellant Robert Watkins, a Colorado state prisoner appearing pro se, seeks a certificate of appealability (“COA”) in order to challenge the district court’s dismissal of his habeas petition. The district court dismissed his petition without prejudice because he failed to submit a certified copy of his trust fund statement as directed by the magistrate judge. Mr. Watkins also seeks leave to proceed in forma pauperis (“IFP”). We have jurisdiction under 28 U.S.C. §§ 1291 and 2253(a). Reviewing Mr. Watkins’s filings liberally, 1 we conclude that he failed…
