Plaintiff-Appellant Willie E. Sandoval, a Hispanic woman of Mexican descent, brought this current action alleging workplace discrimination on the basis of sex, race, and national origin against the City of Boulder, Colorado, Boulder County, the Boulder Regional Communications Center, and various top officials of the law enforcement and fire safety agencies in the Boulder region.
