The relators, John B. Kroner and Joseph Hildebrand, on September 20, 1915, filed a petition in the circuit court of Adams county praying that a peremptory writ of mandamus be issued against William K. Abbott, as mayor of the city of Quincy, commanding him to appoint two qualified residents as members of the board of trustees of the police pension fund of said city, in accordance with the provisions of the Police Pension Fund act of 1909.
