Introduction
For a second time, we consider Dr. David Daly’s claim that his First Amendment rights were violated by the temporary six day removal of his clinical privileges at the University of Texas Health Science Center. 1 Daly also claims that the District Court erred in dismissing his case without specifically ruling on — or granting — his post-remand motion for leave to file a supplemental complaint alleging a continuing conspiracy to destroy his professional standing and force his resignation. We affirm.
