Petitioners1 seek review of four orders of the Federal Energy Regulatory Commission (“FERC”) relating to three pipeline capacity sale contracts between El Paso Natural Gas Company (“El Paso”) and Dynegy Marketing and Trade (“Dyne-gy”) (formerly National Gas Clearinghouse).
